The UAE runs a sponsorship system: the employer holds the quota, issues the MOHRE offer letter and applies for the work permit, and the worker enters on an entry permit for employment before completing the medical fitness test, Emirates ID and residence visa. On the Philippine side the employer must be accredited with the Migrant Workers Office in Dubai or Abu Dhabi, and the employment contract must be verified before deployment.   1. 01Job Order Approval (DMW)

    Recruitment opens only after the job order is verified under Philippine DMW rules — employer documents, manpower request and the model employment contract are cleared first.

  2. 02MWO Accreditation (Dubai or Abu Dhabi)

    The employer is accredited with the Philippine Migrant Workers Office covering its emirate — Dubai and Northern Emirates or Abu Dhabi. Trade licence, establishment card, company profile and a signed recruitment agreement are authenticated and submitted. Praxis manages the accreditation file end-to-end.

  3. 03Quota and Establishment Standing (MOHRE)

    For mainland employers, MOHRE must show an available quota for the job title and the establishment must be in good standing under the Emiratisation and classification rules. Free zone employers apply through their own zone authority instead. Praxis checks the quota position before candidates are committed.

  4. 04Offer Letter and Standard Employment Contract

    The MOHRE offer letter is issued and signed by the worker before travel, and its terms must match the DMW-verified contract exactly. Salary, working hours, overtime, leave, accommodation, transport, food allowance and medical cover are aligned so the two documents never conflict.

  5. 05Work Permit Application

    The employer applies for the MOHRE work permit (or the free zone equivalent) with the signed offer, passport copy, photographs and required approvals. An entry permit for employment is then issued for the worker to travel.

  6. 06Qualification, Licence and Attestation

    Diplomas, trade certificates and experience letters are collated and attested where required. Regulated roles are licensed before deployment — DHA, DOH or MOHAP for healthcare, and third-party trade tests or certifications for technical roles.

  7. 07Visa Stamping and Travel Documents

    The entry permit for employment is issued electronically, and Praxis verifies validity dates, sponsor details and job title against the contract so the worker travels on the correct status.

  8. 08DMW Processing

    In parallel, Praxis completes Philippine-side requirements — contract verification, Overseas Employment Certificate (OEC) and DMW clearances.

  9. 09Medical Clearance and PDOS

    Candidates pass the DMW-accredited medical examination and attend the mandatory Pre-Departure Orientation Seminar and, where applicable, the country-specific pre-employment orientation covering the contract, their rights and UAE workplace and cultural expectations.

  10. 10Arrival Medical and Emirates ID

    After arrival the worker completes the UAE medical fitness test, biometrics and Emirates ID enrolment within the entry permit validity period.

  11. 11Residence Visa and Labour Card

    The residence visa is stamped or issued electronically and the MOHRE labour card is activated, giving the worker legal status and the right to work for the sponsoring employer.

    Employment is tied to the sponsoring employer and job title, so changes require MOHRE processing.
