Italy admits non-EU workers through the Decreto Flussi quota system. The employer files for a nulla osta al lavoro with the Sportello Unico per l'Immigrazione at the Prefettura during the announced quota window, the labour inspectorate and Questura carry out their checks, and only then does the Italian Embassy in Manila issue the long-stay work visa. After arrival the worker signs the contratto di soggiorno and files for the permesso di soggiorno within 8 working days.   1. 01Job Order Approval (DMW)

    Recruitment opens only after the job order is verified under Philippine DMW rules — employer documents, manpower request and the model employment contract are cleared first.

  2. 02Quota Planning under the Decreto Flussi

    Italy admits non-seasonal and seasonal workers from outside the EU through the Decreto Flussi — a government decree setting annual entry quotas by sector, region and worker category, now planned on a multi-year basis. Filipino nationals are hired inside these quotas, so the first step is identifying the correct sector lane (subordinate non-seasonal, seasonal, or domestic and care work) and the filing window for the year.

  3. 03Employer Eligibility Check

    Before applying, the Italian employer must be properly registered and operating, tax and social-contribution compliant, and able to demonstrate income or turnover capacity to sustain the hire. The employer must also guarantee suitable accommodation meeting regional housing standards and cover the cost of return travel.

  4. 04Click Day Application (Nulla Osta al Lavoro)

    Applications for the work authorisation (nulla osta al lavoro) are filed electronically with the Ministry of the Interior through the ALI portal, submitted at the pre-announced 'click day' opening of the quota. The application goes to the Sportello Unico per l'Immigrazione (SUI) at the competent Prefettura for the province where the work will be performed. Praxis prepares the entire pack in advance so the file is submission-ready the second the window opens.

  5. 05Labour Market Verification

    The Sportello Unico checks the file with the provincial labour inspectorate (Ispettorato Territoriale del Lavoro) and the employment services, confirming the contract terms, the employer's capacity and — where required — that no suitable worker is already available on the domestic market. The Questura runs the security check before the nulla osta is issued.

  6. 06Contract, Pay and Social Security

    The employment contract must comply with Italian labour law and the applicable national collective agreement (CCNL) for the sector, with pay and conditions no less favourable than those of Italian workers in comparable jobs. The worker is registered with INPS for social security and INAIL for workplace accident insurance.

  7. 07Qualification Evidence

    Proof of the education, vocational training or experience required for the role is attached, with certificates and diplomas apostilled in the Philippines and officially translated into Italian. Regulated occupations additionally require formal recognition of the qualification before work begins.

  8. 08Entry Visa at the Italian Embassy in Manila

    Once the nulla osta is issued, the worker applies for the national long-stay (D) subordinate work visa at the Italian Embassy in Manila, presenting the nulla osta, contract proposal, passport and supporting documents.

  9. 09DMW Processing

    In parallel, Praxis completes Philippine-side requirements — contract verification, Overseas Employment Certificate (OEC) and DMW clearances.

  10. 10Medical Clearance and PDOS

    Candidates pass the DMW-accredited medical examination and attend the mandatory Pre-Departure Orientation Seminar covering the contract, their rights and Italian workplace expectations.

  11. 11Arrival: Contratto di Soggiorno and Permesso di Soggiorno

    Within 8 working days of arrival the worker attends the Sportello Unico with the employer to sign the contratto di soggiorno (residence contract, which records the accommodation and return-travel guarantee) and files the permesso di soggiorno application. Fingerprints are taken at the Questura and the residence permit card is issued for the duration of the contract, renewable while employment continues.
