Work Permit and Visa Process

Since 27 April 2026 Romania runs a new framework under Emergency Ordinance 32/2026. The separate work permit (aviz de angajare) is gone: the employer must first be registered or ANOFM-authorised in the state platform WorkinRomania.gov.ro, and then a single application (cerere unică) filed there covers both the right to work and the long-stay employment visa — D/AM1 for highly qualified and special categories, D/AM2 for shortage-list roles within the annual quota.   1. 01Job Order Approval (DMW)

    Recruitment opens only after the job order is verified under Philippine DMW rules — employer documents, manpower request and the model employment contract are cleared first.

  2. 02Employer Registration or Authorisation (WorkinRomania.gov.ro)

    Under Emergency Ordinance 32/2026, in force since 27 April 2026, a Romanian employer must first appear in the state platform WorkinRomania.gov.ro. Registration in the Register of Employers of Foreigners (R.A.S.) covers D/AM1 hires and D/AM2 hires made through a licensed placement agency. Hiring D/AM2 workers directly, without an agency, requires full authorisation by ANOFM — including at least 24 months of uninterrupted activity, an average of at least 50 employees in the previous year, clean tax and fiscal records, and a financial guarantee of EUR 1,000 per foreign worker.

  3. 03Occupation Check — Shortage Occupations List

    The role must either fall under the D/AM1 visa categories (highly qualified workers and other special categories defined by law) or appear on the Shortage Occupations List (Lista ocupațiilor deficitare) approved by order of the Minister of Labour. D/AM2 hiring also runs within the annual quota of newly admitted workers.

  4. 04Single Application — Cerere Unică (replaces the aviz de angajare)

    OUG 32/2026 repealed Title I of Ordinance 25/2014 and abolished the separate work permit (aviz de angajare) and secondment approval. Instead, a single application (cerere unică) is filed electronically in WorkinRomania.gov.ro by the registered employer, the authorised employer, or the ANOFM-licensed placement agency, and it covers both the right to work and the long-stay employment visa.

  5. 05Long-Stay Employment Visa (D/AM1 or D/AM2)

    D/AM1 is issued to highly qualified and other special categories and is not tied to the shortage list or the quota. D/AM2 covers permanent, seasonal and cross-border workers in shortage occupations, within the quota. The worker completes the visa at the Romanian diplomatic mission covering the Philippines with the employment contract, proof of means, medical insurance and clean criminal record.

  6. 06Bilingual Contract and Placement Documents

    The individual employment contract must be concluded in Romanian and in the worker's own language or another international language they understand — a Romanian-only contract carries a RON 6,000 fine per contract. Where a placement agency is involved, a tripartite placement contract between agency, employer and worker is also required.

  7. 07DMW Processing

    In parallel, Praxis completes Philippine-side requirements — contract verification, Overseas Employment Certificate (OEC) and DMW clearances.

  8. 08Medical Clearance and PDOS

    Candidates pass the DMW-accredited medical examination and attend the mandatory Pre-Departure Orientation Seminar covering the contract, their rights and Romanian workplace expectations.

  9. 09Deployment

    Workers travel only after the single application is approved, the visa is issued and every government clearance is secured — never on a promise.

  10. 10Residence Permit on Arrival (Permis de Ședere)

    After entry, the worker applies at the local General Inspectorate for Immigration (IGI) office for the residence permit, filed before the long-stay visa expires. Registration and the residence card complete the legal stay for the duration of employment.
