Ireland hires non-EEA workers through employment permits issued by the Department of Enterprise, Tourism and Employment under the Employment Permits Act 2024. The role must be eligible, the pay must meet the minimum remuneration for the permit type, the employer must satisfy the 50:50 rule and — for General Employment Permits — run a Labour Market Needs Test with 28 days of EURES advertising. Once the permit is granted the worker applies for a long stay employment D visa in Manila, then registers for an Irish Residence Permit after arrival.   1. 01Job Order Approval (DMW)

    Recruitment opens only after the job order is verified under Philippine DMW rules — employer documents, manpower request and the model employment contract are cleared first.

  2. 02Permit Type Selection

    Ireland issues nine employment permit types under the Employment Permits Act 2024. Most placements run on the General Employment Permit; higher-paid roles on the Critical Skills Occupations List use the Critical Skills Employment Permit, which skips the labour market test and opens a faster route to long-term residence. Praxis picks the lane that fits the role, salary and contract length.

  3. 03Occupation Eligibility Check

    The role must not appear on the Ineligible Occupations List and, where relevant, must sit on the Critical Skills list or benefit from a sector quota (for example healthcare assistants, dairy farm assistants, meat processing operatives, HGV drivers). Lists are revised regularly, so we validate the occupation before any candidate is committed.

  4. 04Labour Market Needs Test

    For General Employment Permits the employer must advertise the vacancy on the EURES portal for at least 28 days and in a national newspaper and either a local newspaper or a jobs website for at least 3 days, before applying. Praxis prepares and evidences the advertising file exactly as the Department requires.

  5. 05Salary Threshold and 50:50 Rule

    Pay must meet the minimum annual remuneration set for the permit type and occupation, counting only guaranteed basic salary — board, accommodation, tips and commission do not count. The employer must also satisfy the 50:50 rule: at least half the workforce must be EEA nationals, unless a start-up or specific exemption applies.

  6. 06Employment Permit Application (EPOS)

    The application is filed online through the Employment Permits Online System with the signed contract, company registration details, passport data page and evidence of qualifications and the labour market test. The Department of Enterprise, Tourism and Employment decides and issues the permit; a review can be requested if it is refused.

  7. 07Qualification and Registration Evidence

    Diplomas, trade certificates and experience letters are collated and, for regulated roles, professional registration is arranged — for example NMBI registration and adaptation for nurses, Safe Pass and CSCS cards for construction, or driver CPC for HGV roles.

  8. 08Long Stay D Visa in Manila

    With the permit granted, the worker applies for an employment D visa through AVATS from the Philippines, submits the passport and supporting documents to the accepting embassy or visa office and attends for biometrics. Praxis tracks the decision and the passport return.

  9. 09DMW Processing

    In parallel, Praxis completes Philippine-side requirements — contract verification, Overseas Employment Certificate (OEC) and DMW clearances.

  10. 10Medical Clearance and PDOS

    Candidates pass the DMW-accredited medical examination and attend the mandatory Pre-Departure Orientation Seminar covering the contract, their rights and Irish workplace expectations.

  11. 11Arrival and IRP Registration

    At the border the worker is granted permission to land, then registers with Immigration Service Delivery within 90 days to receive the Irish Residence Permit (IRP) card under Stamp 1 or Stamp 4 depending on the permit type.

  12. 12PPS Number, Revenue and Payroll

    The worker applies for a PPS number, registers the employment with Revenue for the correct tax credits and is enrolled under Irish employment law — contract, working time, statutory leave, PRSI and pension auto-enrolment where applicable.

    Permits are employer- and role-specific. Changes of employer, role or salary require notification or a new permit, renewals must be filed before expiry, and WRC inspections can review records at any time.
