Canada runs an employer-led system: you advertise the role on Job Bank, obtain a positive Labour Market Impact Assessment from Service Canada under the Temporary Foreign Worker Program, and the named worker then applies to IRCC for an employer-specific work permit with biometrics and a panel-physician medical in Manila. Quebec adds a CAQ and a joint assessment, and several provinces require separate employer or recruiter registration. On the Philippine side the employer must be accredited with the Migrant Workers Office in Toronto, Vancouver or Calgary, and the contract must be verified before deployment.   1. 01Job Order Approval (DMW)

    Recruitment opens only after the job order is verified under Philippine DMW rules — employer documents, manpower request and the model employment contract are cleared first.

  2. 02MWO Accreditation (Toronto, Vancouver or Calgary)

    The Canadian employer is accredited with the Philippine Migrant Workers Office covering its province. Articles of incorporation, business licence, company profile and a signed recruitment agreement are notarised, authenticated (apostille) and submitted.   3. 03Provincial Recruiter and Employer Registration

    Several provinces regulate foreign worker recruitment separately from the federal process — employer registration and licensed-recruiter requirements apply in Manitoba, Saskatchewan, Alberta, British Columbia, Ontario and Nova Scotia.
