Work Permit and Visa Process

Slovenia admits third-country workers through the single residence and work permit (enotno dovoljenje za prebivanje in delo) under the Employment, Self-employment and Work of Aliens Act (ZZSDT). The employer must meet the statutory eligibility conditions, register the vacancy and obtain the consent of the Employment Service of Slovenia (ZRSZ) after the labour market test, with pay set by Slovenian law and the applicable sectoral collective agreement.   1. 01Job Order Approval (DMW)

    Recruitment opens only after the job order is verified under Philippine DMW rules — employer documents, manpower request and the model employment contract are cleared first.

  2. 02Employer Eligibility Check

    Slovenia's Employment, Self-employment and Work of Aliens Act (ZZSDT) sets conditions on the hiring company before any application: the business must be properly registered and actively operating (as a rule for at least six months, unless it meets the investment or asset exemptions), must have no outstanding tax liabilities, must have filed the required payroll and social security reports, and must not have been sanctioned for undeclared work or serious labour violations.

  3. 03Single Permit (Enotno dovoljenje za prebivanje in delo)

    Filipino nationals are third-country workers, so the standard route is the single residence and work permit. One application covers both residence and the right to work for the named employer. It is filed with the competent administrative unit (upravna enota) in Slovenia — by the employer, or by the worker at the Slovenian embassy or consulate accredited for the Philippines.

  4. 04ZRSZ Consent and the Labour Market Test

    The administrative unit forwards the file to the Employment Service of Slovenia (Zavod RS za zaposlovanje, ZRSZ), which issues the consent (soglasje). Before that, the employer must register the vacancy with ZRSZ and the service checks the register of unemployed persons for suitable Slovenian, EU/EEA or equally-treated candidates. Only if no suitable candidate is available within the statutory period is the consent granted. Praxis prepares the vacancy notification and the supporting documentation so the test is not the bottleneck.

  5. 05Contract, Pay and Social Security

    The employer submits a signed employment contract offer that meets Slovenian law and the applicable collective agreement (kolektivna pogodba) for the sector, with pay no lower than the statutory minimum wage and the sectoral rate for the job. The worker must be registered for compulsory health, pension and unemployment insurance from the first day of work.

  6. 06Qualification Evidence

    Proof of the required education, vocational training or work experience for the role is attached, with certificates and diplomas apostilled in the Philippines and officially translated into Slovenian. Regulated occupations additionally require recognition of the qualification before the permit is issued.

  7. 07Permit Decision and Entry Visa

    Once the single permit is approved, the Slovenian embassy or consulate accredited for the Philippines issues the entry visa so the worker can travel and collect the biometric residence card. The first permit is normally issued for up to one year (or the duration of the contract) and is tied to the named employer.

  8. 08DMW Processing

    In parallel, Praxis completes Philippine-side requirements — contract verification, Overseas Employment Certificate (OEC) and DMW clearances.

  9. 09Medical Clearance and PDOS

    Candidates pass the DMW-accredited medical examination and attend the mandatory Pre-Departure Orientation Seminar covering the contract, their rights and Slovenian workplace expectations.

  10. 10Deployment and Arrival Formalities

    Workers travel only after the permit is approved, the visa is issued and every clearance is secured. In Slovenia the worker registers the residence address, collects the biometric permit card, receives the Slovenian tax number (davčna številka) and health insurance card, and is registered with ZZZS by the employer. After the qualifying period of continuous employment the worker can move to a permit with free access to the labour market, which removes the single-employer restriction.
