Estonia admits third-country workers under the Aliens Act (välismaalaste seadus) through two routes: short-term employment registration with the Police and Border Guard Board for work of up to 365 days within a 455-day period, or a temporary residence permit for employment for longer assignments. Both require a compliant contract meeting the statutory salary criterion, and — where applicable — consent from the Estonian Unemployment Insurance Fund. The worker collects a long-stay D visa in Manila and completes the residence formalities on arrival.     Recruitment opens only after the job order is verified under Philippine DMW rules — employer documents, manpower request and the model employment contract are cleared first.

  2. 02Route Selection: Short-Term Registration or Residence Permit

    Estonia offers two lanes under the Aliens Act (välismaalaste seadus). Short-term employment registration (lühiajalise töötamise registreerimine) with the Police and Border Guard Board covers work of up to 365 days within a 455-day period.   3. 03Employer Registration and Eligibility

    The Estonian employer must be entered in the commercial register, be tax-compliant and have no unresolved employment violations. Praxis checks employer standing before any candidate is committed.

    Pay must meet the statutory wage requirement for foreign workers — as a rule not less than the published Estonian average gross monthly salary coefficient for the year, and never less favourable than for comparable Estonian employees.   5. 05Töötukassa Consent (Labour Market Test)

    Where the route requires it, the Estonian Unemployment Insurance Fund (Eesti Töötukassa) must consent, confirming that filling the vacancy with a suitable local, EU or equally-treated candidate is not possible.   6. 06Short-Term Employment Registration with the PPA

    The employer files the registration with the Police and Border Guard Board (Politsei- ja Piirivalveamet), naming the worker, the job, the wage and the working period. Work may start only after the registration is approved and a legal basis for stay is in place.

  7. 07Immigration Quota Check (Sisserände piirarv)

    Temporary residence permits for employment fall under the annual immigration quota of 0.1% of Estonia's permanent population, with statutory exemptions for certain categories. Praxis checks quota availability before the residence-permit lane is chosen.

    Proof of the education, vocational training or experience required for the role is attached, with diplomas and certificates apostilled in the Philippines and officially translated. Regulated occupations additionally require formal recognition of the qualification before work begins.
