Work Permit and Visa Process
Serbia admits third-country workers through the single residence and work permit (jedinstvena dozvola za privremeni boravak i rad) under the Law on Foreigners and the Law on Employment of Foreigners. Since the 2023 reform the process is fully digital: the employer registers on eUprava and files on the Foreign National's Portal, the Ministry of the Interior decides together with the National Employment Service, and the NSZ labour market test governs the employment element. Praxis runs the employer registration, the MUP and NSZ lane, the D visa step and DMW clearance as one connected process.
What happens inside the lane
- 01Job Order Approval (DMW)
Job Order Approval (DMW)
Recruitment opens only after the job order is verified under Philippine DMW rules — employer documents, manpower request and the model employment contract are cleared first.
- 02Employer Registration on eUprava and the Foreign National's Portal
Employer Registration on eUprava and the Foreign National's Portal
Serbia moved foreign hiring online. The employer registers on the eUprava (eGovernment) portal as a legal entity or entrepreneur, then an authorised person files on the Foreign National's Portal (Portal za strance) on the worker's behalf. Praxis prepares and structures the entire submission pack.
- 03Single Permit Application (Jedinstvena dozvola za privremeni boravak i rad)
Single Permit Application (Jedinstvena dozvola za privremeni boravak i rad)
Since the 2023 amendments to the Law on Foreigners (Zakon o strancima) and the Law on Employment of Foreigners, one application and one decision cover both temporary residence and the right to work. The application is filed electronically with the Ministry of the Interior (MUP), which decides together with the National Employment Service (NSZ) on the employment element.
- 04NSZ Labour Market Test (Test tržišta rada)
NSZ Labour Market Test (Test tržišta rada)
The National Employment Service checks whether a suitable domestic or equally-treated candidate is registered for the advertised vacancy before consenting to the foreign hire. Occupations with recognised shortages and certain categories are treated more favourably. Praxis prepares the vacancy notification and supporting documentation so this step does not become the bottleneck.
- 05Employer Eligibility and Contract Terms
Employer Eligibility and Contract Terms
The hiring company must be properly registered and operating, tax and social-contribution compliant, and must offer an employment contract meeting the Serbian Labour Law — pay no lower than the statutory minimum and no less favourable than for domestic workers doing comparable work. Working hours, leave and safety obligations follow Serbian law.
- 06Qualification Evidence
Qualification Evidence
Proof of the education, vocational training or experience required for the role is attached, with certificates and diplomas apostilled in the Philippines and officially translated into Serbian by a court-certified translator. Regulated occupations additionally require formal recognition of the qualification before work begins.
- 07Long-Stay (D) Visa at the Serbian Mission
Long-Stay (D) Visa at the Serbian Mission
Filipino nationals are visa-required for work in Serbia, so the worker obtains the long-stay work visa (viza D) at the Serbian diplomatic or consular mission accredited for the Philippines before travelling. Praxis coordinates the appointment and the document set.
- 08DMW Processing
DMW Processing
In parallel, Praxis completes Philippine-side requirements — contract verification, Overseas Employment Certificate (OEC) and DMW clearances.
- 09Medical Clearance and PDOS
Medical Clearance and PDOS
Candidates pass the DMW-accredited medical examination and attend the mandatory Pre-Departure Orientation Seminar covering the contract, their rights and Serbian workplace expectations.
- 10Arrival, Address Registration and Biometrics
Arrival, Address Registration and Biometrics
Foreign nationals must have their address of stay registered with the police shortly after arrival (white card / prijava boravišta). Biometrics are taken and the biometric single-permit card is issued for the approved period.
- 11Employment Registration and Social Insurance
Employment Registration and Social Insurance
The employer registers the employment and enrols the worker in pension, health and unemployment insurance through the Central Registry of Compulsory Social Insurance (CROSO) from the first day of work. The worker also obtains the personal identification number assigned to foreigners for tax and administrative use.

Sourcing, document collection and interviews
Single-permit filing and NSZ labour market test
Permit decision, D visa and deployment
Actual timing depends on employer readiness and eUprava registration, the NSZ labour market test, whether the occupation is regulated and needs formal qualification recognition, apostille and certified translation turnaround, and consular appointment slots for the D visa. Praxis keeps each dependency visible and re-checks the current requirements before committing to a date.
