Work Permit and Visa Process

Croatia admits third-country workers through the residence and work permit (dozvola za boravak i rad) under the Foreigners Act (Zakon o strancima). The annual quota was abolished, so the gating step is the labour market test run by the Croatian Employment Service (HZZ) — unless the occupation sits on the shortage list. The employer must meet statutory eligibility conditions, document accommodation and pay at least the rate applied to domestic workers in comparable jobs. What happens inside the lane

  1. 01Job Order Approval (DMW)

    Recruitment opens only after the job order is verified under Philippine DMW rules — employer documents, manpower request and the model employment contract are cleared first.

  2. 02Employer Eligibility Check

    Croatia's Foreigners Act (Zakon o strancima) sets conditions on the hiring company before any application: the business must be properly registered and actively operating, must have no outstanding tax or social contribution debt, must already employ workers and have paid salaries and contributions on time, and must not have been sanctioned for undeclared work or serious labour violations.

  3. 03Residence and Work Permit (Dozvola za boravak i rad)

    Filipino nationals are third-country workers, so the standard route is the single residence and work permit. One decision covers both temporary stay and the right to work for the named employer. The application is filed with the Ministry of the Interior (MUP) — at the competent police administration or station in Croatia by the employer, or at the Croatian embassy or consulate accredited for the Philippines.

  4. 04HZZ Labour Market Test (Test tržišta rada)

    Since the annual quota system was abolished, the general rule is a labour market test run by the Croatian Employment Service (Hrvatski zavod za zapošljavanje, HZZ). The employer registers the vacancy and HZZ checks its register for suitable Croatian, EU/EEA or equally-treated candidates. Only if no suitable candidate is available within the statutory period does HZZ issue a positive opinion. Occupations on the shortage list adopted on HZZ's recommendation are exempt from the test. Praxis prepares the vacancy notification and supporting pack so the test is not the bottleneck.

  5. 05Contract, Pay and Social Security

    The employer submits a signed employment contract that meets Croatian labour law and the applicable collective agreement, with pay no lower than the statutory minimum wage and the rate paid to domestic workers doing comparable work. The worker is registered with the pension (HZMO) and health insurance (HZZO) systems from the first day of work.

  6. 06Accommodation and Worker Protection

    Croatian rules require the employer to secure appropriate accommodation meeting minimum housing, hygiene and safety standards, and the terms must be documented. Recruitment fees may not be charged to the worker — Praxis operates on an employer-paid model in line with DMW rules.

  7. 07Qualification Evidence

    Proof of the required education, vocational training or work experience for the role is attached, with certificates and diplomas apostilled in the Philippines and officially translated into Croatian. Regulated occupations additionally require formal recognition of the qualification before work begins.

  8. 08Permit Decision and Entry Visa

    Once the permit is approved, the Croatian embassy or consulate accredited for the Philippines issues the long-stay (D) visa so the worker can travel and collect the biometric residence card. Permits are tied to the named employer and job, and are granted for the duration of the contract within the statutory maximum.

  9. 09DMW Processing

    In parallel, Praxis completes Philippine-side requirements — contract verification, Overseas Employment Certificate (OEC) and DMW clearances.

  10. 10Medical Clearance and PDOS

    Candidates pass the DMW-accredited medical examination and attend the mandatory Pre-Departure Orientation Seminar covering the contract, their rights and Croatian workplace expectations.

  11. 11Deployment and Arrival Formalities

    Workers travel only after the permit is approved, the visa is issued and every clearance is secured. In Croatia the worker registers the address with the police administration, collects the biometric residence card, obtains the OIB personal identification number and is registered with HZMO and HZZO by the employer.
